should i include Local Ordinance Violation Citation in my green card application?

So about 3 years ago i was 17 and i was issued a local ordinance violation citation. there is way more to the story as i was wrongly accused of stealing 40 dollars from cash register. anyways because of that i got a ticket and community hours. payed 40$ and got i think 15 or 30 hr of community service. now my husband wants to file for my green card and i dont know what to do when answering a question about criminal history. i recently spoke with the police officer that issued my ticked and he said:
I do remember your incident. Since you were very cooperative, I issued you a local ordinance ticket which does not go on a criminal record. Technically, the ticket counts as an arrest but does not require that you be fingerprinted or post bond. So while this arrest will not show up on a computer check of your criminal history, if someone should ever come here and file a freedom of information act request for information about you, they would find out what occurred. It is up to you how you should proceed.
There is no way to remove the information as it is public record. They would have to come to Northbrook and request this information though. Its not something that will be found in a computer check. Since you were issued a citation, just like all traffic citations (like a ticket for speeding), it is technically considered an “arrest”, just that it was resolved at a much lower level.

I am not sure if i understand everything correctly. From what i understand i have a ticket that will not show on the criminal background check. Does this mean i can say that i never committed any crime on my green card application? Or do i have to hire a lawyer to help me write and explain why i was issued such a ticker? Like he said that only way to find out this information is to go to the Northbrook police deportment. I am not sure what to do???? Please help by answering my questions thank you and hopefully i can resolve my issue.
