should i get wind mobile?

I live in Toronto but im moving to Oakville to go to school. Should i get wind mobile to call Toronto. I am a phone noob and i have had other phone companies tell me that wind has no towers in Oakville. What would be the best plan or company for me, plz help. I need good reception at a low price
