Should I get my hair highlighted?

Umm I had highlights before I got it about a year ago. It was purple and it was streaks. The color came out when I washed it about like a hundred times LOL. Uhm my point is I just want to know if i should get it streaked again? But maybe the ends of my hair like ICE BLUE. These are some pictures of me. [Yes I know i'm ugly x[ blehh] ^_______^

I'm not going to dye the whole thing just maybe the ends so maybe if i really don't like it i can just get a haircut(:
