Should I get a second opinion?

I've had many nose and breathing problems my whole life, and in the last 8 years they have just gotten worse and worse. I'm a mouth breather, I can't ever close my mouth and breathe through my nose because I get little to no air. I get frequent sinus infections, I always have dripping down the back of my throat, I get nosebleeds often enough and always just out of nowhere. I am a very loud snorer and I stop breathing while sleeping every night. I either wake myself up because of it or my fiance wakes me up. These are problems that drastically interfere with my everyday life and quality of life, and I finally went and saw a doctor about it.

After telling him all of this, and explaining how severely negative it is affecting my life, this was his suggestion:

-Quit smoking (I smoke around 5 cigarettes a day)
-Take a prescription nose spray every day

And I should be fine. According to him.
Now, this doesn't even sound right. First of all I was told my a Dr. years ago that I had a deviated septum among other things and this Dr. just basically brushed it aside like it didn't matter.
It also really bothered me that he didn't seem to care about my sleep apnea. At all. Because to me that is a huge deal.

So-
Do you think I should get a second opinion?
And how would I go about doing that? I had to get a referral from a regualar family physician to see the ENT Dr.
