Should i get a lawyer or is this legit?

This doesn't really sound completely legal. Not all types of employees have to be paid for overtime, but since you were paid for it previously my guess is that you're entitled to the money? Also I've never heard of an employer being able to take back money that they've already paid you.
Since it is the State that is paying you, I would think they'd have had a team of lawyers check this out before putting the policies in place. But they may have screwed up or thought nobody would notice? Anyway, I would see a lawyer about this. It doesn't sound entirely legal though I think it could be depending on yr contracts, exempt status, etc.
 
I work for the state of Arkansas as a CNA, this year they took our mandatory overtime away in August "because they'd ran out of money, they would pay us when their next physical year began" we was required to continue to work the over time yet didn't get paid for it, we also didn't receive our pay when the new year began. When they new year began everyone received a raise because the raised their base pay (the base pay was raised to $10.49) and the existing employees went to $11.12, now they are saying that they will be taking that raise away putting us at $8.00 again and they are going to take the money that they have paid us (the difference in what they say we should be making and what we are making over the past several months) out of our checks CAN THEY DO THAT?
