Should I get a flash gun[Speedlite] or a lens?

I have a Canon dslr and the only lens I have is the kit lens. I have just enough money for either a Canon Speedlite or the 55-250mm IS. Which would be better for my second purchase assuming I shoot in low-light?
 
First start looking on ebay for your lenses and accessories. By far I use my speedlite more. You can pick up good quality lenses off ebay for next to nothing.
 
lens, unless you have a 5d or 1D series (you don't as this particular lens only fits the likes of the 450D 400D 350D, 30D 40D 50D etc) then you have a flash on the camera which is enough for indoor shots and fill flash in the sun. The lens will open up wider opportunities.

If you need to shoot in low light then up the ISO but shoot in RAW.

A flash will be a good addition at somepoint, but you'll get more from the lens for now.
