should i cycle my bettas tank?

if u kept him there for more than 2 months (and its filtered) it cycled on its own

you should only do 25% water changes weekly
 
i have a betta in a 5.5 gal tank, and people are telling me that changing most of the water once a week is not good enough, and i need to cycle it. i would be moving him to another container while it cycles. i havent tested the ammonia, do i need to cycle?

Well the other container won't be cycled either so you are better off just leaving the fish in a doing a 25% water change every week (using the fish to start the cycle). You should really have done a fishless cycle before buying the fish.
 
You shouldnt change most of the water once a week. If you have a filter on it at all you should only change the water probably every 2-3 weeks. Its bad to change the water that often because nothing builds up in the tank and the levels wont be secure.
