Should I buy this vintage gitane sport road bike even though has surface rust?

I found this old frame with shifters, derailers and brakes for real cheap......but I'm a little concerned with the rust it has. I've been wanting to get a road bike for a while and I do a daily commute on my mountain bike and figured since I'm on the road the whole time, I might as well get a bike built for the task. I don't want to spend a lot of money on buying a new or fairly used bikes because they're too expensive, I could buy this bike for about $50 and figured it'd be a nice little project for me to work on.
