Should I buy Civilization Complete or Conquests?

I have Civilization lll and I am not interested in buying Civ IV or Civ Revolution. However, I DO want to expand the game play for my Civilization III. So...should I buy Civ Complete or Civ Conquests?

If it helps, I am looking for multiplayer mode that will let me play with only one more player (on the same computer if possible). So i don't need the massive online multi-player mode. I also want the ability to create permanent alliences.
 
both games are really good for a lot of detail look at http://uk.gamespot.com/ and type in Civilization Complete/conquests
