Should I buy a motor bike or quad bike for children?

I have children aged 11 and 12 that I wish to buy either a motor or quad bike for. I know nothing about either. Which is safer and where do I go to get a good deal? I live around Geelong, Victoria. What safety gear do I need and where do I buy it. What would the cost of the bike and gear be?
