Should I be more aggressive?

There is a guy that I became friends with this year. I met him 2 years ago and we would speak when we saw each other but never a real conversation. But this year I rode with him when a bunch of us were going out and we started talking and found out that we had a lot in common. To make a long story short my best friend and his best friend started dating recently so occasionally I drive her to their apartment and he is usually there. One night we were studying and it was super late and I didn't want to drive to my apartment alone so he told me that I could stay the night. Nothing happened but since then I have stayed over 2 more times and through the night it was a lot of cuddling, butt grabbing and a little kissing. Whenever I see him though its like nothing happened. We were suppose to go out to eat today but it fell through and he promised a rain check so I guess we'll see. I don't know what to do. Last time I was in a situation when I liked a guy and was unsure of his feelings I said nothing and sometimes I wish I did but I don't want to make a fool of myself. We talk like twice a week and see each other 1 or 2 times a week. Should I just leave it alone and let him make the first move?
