should dogs be restrained fully outdoors?

How many dog attacks have there been?
How many people have been savagely attacked?
How many children have been killed or had serious injuries?
Imagine the child to be your own?
For this reason in my town all dogs of any size are to be fully restrained, strapped, and made immobile if outside in any public area.
Humans are seen as more import in my town and there have been no more dog attacks, for which i blame dog owners never the dog.!!!!
 
I don't know about the fully restrained, but dogs should be kept on a leash with a collar or harness that will allow the owner or walker to have control. If you cannot control the animal outside your yard or keep them inside your yard, then you shouldn't have the pet. I cannot keep up with the number of animals that are turned into the shelter just in my small area each year that were found roaming and seem to be well-fed, well-taken care of pets.

You are correct in that humans should be responsible. It's just simple. Dogs will ban together and form a pack thus making them even more uncontrollable and more dangerous since they are even more ready to hunt. This includes small breeds. In numbers medium and small sized dogs can overwhelm a human especially a child. This doesn't include the bigger breeds that are just allowed to roam by their owners, can't be kept under control when on a leash, or get out of the fenced yard. The bigger truth is that today people do not take responsibility for their actions or neglect. Not having proper equipment for walking or fencing is neglect.

Added on: I just can't imagine that dog's must be made completely immobile in any area; however, they should be restrained to the point that they are under the owner's control. I say all of this about control meaning the dog should be trained to listen to the owner and the owner should be able to prevent the dog from running loose. This protects others, the dog, and the owner. Dog's can run off, get run over, hurt someone, or any number of undesirable actions. If you're in a highly populated area with very little land, there should also be dog parks where owner's can take their dogs to run.
 
Yes dogs should be fully restrained when outside of a fenced area. This is not just for the protection of others but the dogs safety as well. Dogs don't think like we do and can't determine what will happen if they run in front of a car to chase the ball they just chase it. They dont look both ways either, if you cant get thier attention when loose it could result in injury to themselves or worse death. Yes I agree a dog attack should not be blamed on the dog because no matter what it's taught a dog will never be able to rationalize just rely on animal instint. The owners are to blame for not keeping a dog on a leash and more owners of dog attacks are being held accountable. Like I said a dog cant rationalize there for yes they should be on a leash at all times no matter the size. Protect them and yourself!

Edit: and by fully restrained I mean on a leash with collar or harness and the owner in control! But fully restrained left strapped and immobile is insane and in my belief animal cruelty. Animal cruelty is a felony in most states so look into what is defined in yours and may be able to have the rule or law rethought as well as defined more to be made better unstandable.
