Should Democrats have written in a huge payoff for the Supreme Court into 0bamacare,just in case?

Seems all of its biggest supporters have huge financial interests,like the "Louisiana Purchase",the "Cornhusker Kickback",and the 100 million a year AARP would make.Just in case it went before the Supreme Court,perhaps 0webama should have written in big payoffs for them too.
