...dictionary to replace--? homophobe?

It seems as if though many people who are called homophobes (and most that are called that usually are) immediately denounce being called homphobic because it implies that they are afraid of homosexuals. Even though the dictionary defines "homophobe" thus:
1. Fear of or contempt for lesbians and gay men.
2. Behavior based on such a feeling.

It is the "or contempt for" which is usually applied thus making that word applicable to those who have extreme aversion to homosexuals and actively legislate against them. But most people who are called "homophobe" still see it as a word with the "phobe" in it which simply means "fear of". So, We need Congress to come up with a new word. Any suggestions?
