Should Bush Appointee Judge Jay Bybee be impeached for his torture Legal Memos?

Both Republicans and Democrats are calling for his head. Since the information that he participated in the Torture legal briefs, was not provided to Congress when he was voted on, should Congress impeach him? Should he resign for the good of the court?
