Should a 2010 Tacoma Pre-runner have had 4 "D-Ring" cargo tie downs or just two?

I just bought a 2010 Toyota Tacoma Pre-Runner and it has two floor level cargo hooks in the rear near the tailgate. There are two pre-drilled holes in the front of the bed. Should it have come with two more in the front or is that an extra option?
