Shoehorning drama moments in anime

Seitokai no Ichizon is a series that premiered not too long ago, and it's a pretty funny series, with some interesting gags, the cultural references, lampshading and the fact that Studio Deen finally makes a decent comedy makes it worthwhile to emjoy.

You milage may vary, though--there are some gay jokes, but the main issue is that, well, they showhorn a drama moment. Why? I don't know.

With the exemption of episode 7 (which whorked, mostly because it wasn't too dramatic and the episode was so funny, I actually needed a calming moment), 8 and 10 (which just premiered), every other episode had a dramatic moment at the end. For what reason? If it's for character development, then that's not the way to do it, this is why there are episodes that meant for the character to develop, not suddenly shoehorn in a drama, because that's rushy, especially in a comedy series.

I'm pretty sure it happened on other anime, but nontheless, discuss.
 
I notice dramatic episodes tend to happen a lot on those 12/13 episode ecchi/comedy series.

Take for example Nogizaka Haruka's Secret season 1 and after 11 episodes of cute, romantic fanservice we have a birthday party with the ultimate drama of whether or not Yuuto's present was good enough for Haruka or the harem anime. Oh and don't get me started on the terrorist plot in Princess Lover

(though it did lead to the awesomes that was Episode 8)
