Shifting cultivation?

Shifting cultivation is defined as "an agricultural system in which plots of land are cultivated temporarily, then abandoned." It is said the the land is abandoned when the soil loses its fertility.
I am studying this for World History, and am supposed to know what "problem" or "issue" brought this technology about. Would it be safe for me to say that the problem was that the soil lost its fertility over time?
Any well thought out and legitimate opinion or factual answer is appreciated!
