They think that the abductor acted alone, but what the hell could be more sinister than what was expected?

Was he going to kill her?...

Possibly, but I find it hard to believe if thats the case, that he didnt assault her which is what they are also saying.

no-one steals a kid, keeps them alive for no reason for a month then does away with them.

None of it makes sense.
