In the process of filling out an SF86 for PR. I am currently under an installment payment plan with the IRS for a tax liability of $6K. Payments have been made as agreed and tax returns have been filed on time. How should I report on SF-86 Line 26C which states: Have you failed to pay Federal, state, or other taxes, or to file a tax return, when required by law or ordinance?
