settings for manual SLR (Minolta X-370) beach setting.?

ok so i have a Minolta X-370 manual SLR. i have not used a manuel in a long time and do not recall most of the setting functions. but im taking it back out for a test drive this weekend on a beach trip.
someone mentioned a 'sunny 16 rule' for that sort of light. my film is both 400 and 200. on the top of the camera there are two dials to adjust. the left one is set on 1600 and for the life of me i can't get it to move, still working on it though. just wondering what that setting is for, im thinking the film exposure. the other dial is on the right side and gives the settigns Auto, B, 1, 2, 3, 8 30 and so on to 1000. what is that purpose. Im hoping someone can help me out be telling me what they should be adjusted for for my sunny beach scene. this really is just me trying to get back into the manual side of it all. so forgive me if i sound hopeless. i have forgotten a lot.
