setting up a 30 gallon, but I already have the fish?

So we won a comet goldfish last summer, kept him in a bowl, he did great and is now 4 inches. We upgraded him to a 10 gal and added 2 new fish. Freaked out about the cloudiness a bit, but mostly them gulping air. I'd change 40% of the water daily. From what I'm learning the cycling process isn't going well? Now we are thinking of adding a filter or moving to a 30 gallon. If we aded the filter would it be enough and what would the cycling process look like? in other words, what not to freak about. IF we move to a 30 gallon, should I keep doing the 405 water changes and fishless cycle the new 30 gal tank? Then add the fish, or just add them now so they have a filter and watch the levels as we go?

If I understand correctly the 30 gal will got hrough a cloudy faze and then clear up?

Any advice is welcome. We are completely new to this but now love our 3 goldfish and want to do what's best for them.
