Sequential art questions?

Hi, I am really big on making cartoon and comic strips, but every time I start to make one, I always end up smearing it into an uninspired mess. I always start off with a pencil outline, and then go over it with fine tip markers and fountain pens. I also end up smearing my ink too. What can I do to prevent from smearing my drawings? I'm using the lightest artist pencil type I can find (4h-6h) and India ink, if that helps. Also, what is a good quality, reasonably priced sketch book that I could find at someplace like Hobby Lobby that would support India Ink without bleeding through? Right now, I'm using bristol paper, which is pretty good. But the only concern I have is that the brand I'm buying is that it only comes with 20 pages of paper, and I need more than that. I go through paper as if it were water, so obviously, 20 pages isn't enough for me. What should I get? One last thing, how can I ensure that my comic panel are straight? Thanks in advance!
