Every oil producing country drops our dollar if we're fighting with them. It reduces the demand and value of our currency. Saddam did the same thing.

Edit: I don't think it was spur of the moment. We've been in a cold war with Iran for awhile now. Saddam dropped our dollar and we didn't attack him until a few years later. Iran is basically just giving the US the finger right now so we're going to step up the pressure.
