SELLING MY CAR HELP FAST!?

i live in wiscinsin and i am selling my car to a friend of mine for 4,000$, she is giving me 3,000$ now and the other 1,000$ next month. wheni sell her the car, on the bill of sale and title should I put hw much i am actually selling the car for or should i put like 500$ so she doenst have to pay as much in taxes. im told some ppl do that. Also do i have to pay any taxes ont he car fr selling it? thanks
