Selling my car, buyer won't be present for pickup?

My car isn't working, and I found a buyer that's offered me $385 for it, cash. They are sending a Tow Truck from about 20 miles away, so they won't be there in person. I have the title and everything ready. I emailed them the form to fill out (Bill of Sale) that releases me of liability if anything were to happen to the car while it's not in my possession, I told them to fill out their part and have the tow-truck driver bring it (he's also bringing the money, cash), and I'll fill out the rest so I'm covered..

Worse-case scenario, what could happen if the tow-truck driver doesn't bring the Bill of Sale?
The car isn't working at the moment, it needs the clutch replaced.. I don't know if they're using it for parts, or if they plan to fix it and drive it.
