Searching for a music video?

I'm searching for a music video from the early 90s (I think). I don't remember the artist or the song title. But I do remember some distinct images from the video. The setting was a kind of futuristic city on a winter night. The people in the city were little cars--- that is, they were little cars with human heads. I remember one of the car-people was in a tower overlooking the city, and he would shock people below with lightening if they weren't paying attention to their work. Two of the car-people watch a cowgirl dancing on a movie screen.

I've tried every search combination on Google, but I can't track this down. Can anyone help?
