School is denying UNsubsidized Stafford loan due to "not enough need"?

My school is telling me I can only get the Subsidized portion of my Stafford loan for summer ($1700), due to "not enough need", even though the UNSUBSIDIZED is not need based! I didn't attend in fall, only Spring, so I am not maxed out on the $9500 per year loan amount. I was told then that I could borrow the rest for summer. Now they are saying not enough need (and again, it's not supposed to be need based anyway!), but I have an EFC of 0 and I am 37, single, 2 kids, a mortgage, income WAY below poverty level, and a full time student. I am in good standing (full time, 4.0, Dean's list) and have an estimated cost of attendance that is $18,000 for '09, have received 10k but only 6,000 of that was in loan funds. What is going on? They said I could write a letter explaining why I need the additional loan money but I don't know how to start. Seems pretty obvious to me why I "need" the money because after tuition and books, what they are giving me is only $680 a month for summer. I am in school M-F all day long, no way to get a job after school. Help me change their mind! And can they just do this? It seems crazy to me.
