Sanyo LCD 32" Xr9da model power up blink help :(?

My sanyo 32-Xr9da 32" lcd , on start up when i connect the a/c cable and put the main power on , the red light on it comes on and blinks and turns back on stable( the time is like 60 milli seconds) , then once i use the remote the tv turns on well , but when i conect the a/c cord the red light comes on , goes off quickly (within hALF A SECOND) and then comes back on within half a second
IS THIS A PROBLEM WITH A POWER OUTLET OR THE TV OR IS IT JUST MADE TO DO SO JUST LIKE THAT?

IS IT JUST THE WAYTHE TV IS ??

please let me know
