samsung vibrant unlock?

So I plan on getting the samsung vibrant, which is a t-mobile phone, from ebay. My current carrier is t-mobile, but I don't want to buy the phone from them because a data plan is mandatory. Do I need to buy the phone "unlocked" even though I'm on the right carrier? I'm not too sure what unlocked means...
