Samsung Galaxy 3 - ACM Limit Exceeds?

I recently bought Samsung Galaxy 3. I already have Aircel postpaid connection.

I have transferred my sim to the new samsung galaxy 3. But when I make any call.. it says "ACM limit exceeds". I dono what to do and what it means.

I called the Aircel people... unfortunately they have all uneducated customer care persons.

Some please help...
