Safe to put hands in fish tank?

Is it safe for me to submerge my hands and arm into a cycled fish tank to remove gravel and decorations?

I'm not talking about safe for me, but safe for the fish when they go back into the tank.

Sure, as long as your hands don't have chemicals on them (even moisturizers etc) and aren't overly dirty. I do it and my tank is fine.
