Rusty screws broke on water pump 1994 Ford Taurus GL 3.0L V6 FWD?

ok so i heard crackling in my engine for like a week and checked under the hood. I checked for loose parts, so when i moved the water pump, it was shaky. I bought a new water pump for it with a new gasket. Ok so when i was getting the last two bolts out (the smallest ones) the heads just broke off, so now the screw parts of the bolts are stuck in the engine block. One is kinda sticking out and the other one is in the hole. There is another problem, the inside wheel fender does not allow me to drill throught the screw, meaning i cant use any extractors with a drill because i can't fit the drill in there. Is it more expensive to go to mechanic or fix myself??? PLEASE PLEASE PLEASE HELP ME.
