Six or seven years ago when I was still in high school my science's teacher told to the class that in Russia they created a law that charged a fee from a person who were found laying on the floor drunk. So every drunk started to tie them selves on the light pole with a belt, but little after the authorities noticed that they always bended aside so they created another law saying that they couldn’t be found like that. So the drunken started to tie they head either.
