Running tights as streetwear for guys?

I saw a guy on the street wearing a jacket and running tights, they looked like these: http://www.citysports.com/adidas-Supernova-Glide-Long-Tight---Mens/189182/Product But I don't think he was out running, because he also had a backpack on. Anyone else seen this or done this? Are men starting to wear running tights as casual clothes?
 
Please don't ever try imitating the guy in running tights. I am not really the type who has the greatest fashion sense but I can tell what is and isn't good. I'm telling you now, running tights should remain as an article for running and not as a casual clothing.
