Running an HTML server with PHP and (my)SQL support on Vista?

I am slowly building a server at home where I am hosting files, but I am currently only running HFS Fileserver.

Is there a better way I can set myself up so I have PHP and mySQL support?
No Linux: I also have UnrealIRCd running, which only works in a windows enviornment.

I only want freeware.
