Rune Factory Frontier, gate on Whale Island?

I've tried everything, and this Gelwin guy still hasn't shown up. I'm at 2FP with Iris--meaning, I've done the moondrop flower outside her tower cutscene and all that--so I know it doesn't have anything to do with her. I tried going up the beanstalk on a holiday (at about 7pm), but that didn't work either. Is it because I'm on my second year and I waited too long? Or am I going at the wrong time--6-7pm? Do I have to bring anything, or go on a certain day or season? This is really frustrating, so please answer. >.<
