Rules of the road while bicycling?

In a month or so I'm going to be using a bike (probably a mountain bike, if I can find a good used one). I'll ride on sidewalks as much as I can, but if I have to ride on the street, what are certain things I have to watch out for (besides traffic, obviously). Should I use my hands as turn signals? Should I drive on the shoulder?
The bike will be used as transportation. Some streets have sidewalks and some do not.
 
A bicycle is considered as a vehicle and in many places are illegal to ride on the sidewalk. A mountain bike is a poor choice to ride on the road. They are heavy and the shocks and knobby tires will eat up too much energy. The best transportation bikes are hybrids and commuter bikes with thin tires and no shocks. Road bikes are the most efficient and you will never see a shock on any of them.
