rpms on my '82 yamaha xj550 hang or drop way too slow?

Just had the carbs cleaned and rebuilt. I have already ruled out any vacuum/air leaks. It idles right and the carbs are balanced, everything was done right in replacing parts (had a professional guiding me through everything) but the rpms will hang around 3000 which is annoying the heck out of me. Or they drop too slow. The mixture screws had been previously broken into (factory sets and seals these off) and all 4 were at different levels. I set them all out at 2 full turns. Just guessed. Could those be why my rpms are hanging? Any suggestions. Also, if so, you have to explain a little... like if you mention a screw or adjustment, try to explain where it is... Newbie with 4 strokes
