RPM meter on 98 1200cc Harley-Davidson Sportster is jumping?

Whenever I get past the 3.2 mark on the rpm meter the needle starts to jump up to as much as the red zone (6-8) then back down to the lower reading. There is no change in the speed, sound of the engine, feel of the bike, or performance in any way. Can someone tell me if this is just a sensor issue or if it may be time for some top-end work?
