Rooftop bars/ restaurants with a view?

My boyfriend and I are going to New York next week and we are looking to go to a rooftop bar with a good view, somewhere that's not too relaxed but not for the elite! Also, we would like to go to a nice restaurant one night with a view of Brooklyn bridge and manhattan, I assume this would have to be in Brooklyn. Somewhere nice that we can get dressed up to go to! Any suggestions?
 
Well, arguably, the most famous restaurant with a spectacular view in New York City is the world-famous Rainbow Room, high atop the buildings at Rockefeller Plaza.
