Rinse Steel Cut Oats before Cooking?

Should you rinse your steel cut oats before cooking? I buy my oats at Whole Foods. Also, I like my oatmeal on the chewy/dry side. It says to cook 1 cup oats to 4 cups water. Is it alright if I use 1 cup oats and 3 cups water instead?
 
Steel cut oats are like cooking rice, you need to allow them time to get tender, you can always reduce the amount of water, just make sure you cook them long enough.

This is a style of porridge, traditionally served with buttermilk many years ago. I prefer cream and fresh fruit
