Right above my cats tail, there's bumps and when i scratch it she whines and chews on

herself.? And what are the bumps?
I have been told that it's flea poop and dead fleas and they go there because that's where the cat can't reach, but i'm still worried.
 
my neigbors cat had a bump on her tail and the end of the tail fell off but did not hurt the cat
