Rico (Madagascar penguin) talked in a commercial.

There was a second time Rico said something. During the King Julien Day episode of The Penguins Of Madagascar, Rico blurted out "BUTTONS!" A Couple Times.
 
It's not really canon. I believe that was made before the Penguins short that gave each Penguin their distinct personality.
