Rhode Island dirt bike laws help.?

I want to buy a dirt bike and I live in Providence RI, I know some dirt areas near my house. I am 13 and want to know (a) How many CC's are legal for me to get, (b) do I need insurance (c) am I too young to own one, I know my friend has one and he's also 13. also can I drive it on the street best answer 10 points
