Reverse Glow Gauges Installation in Dodge Neon?

I have a '95 dodge neon, and i bought reverse glow gauge face to put on the gauges. I have the instructions, but it seems like the holes for the needles to fit through are too small, but they are the same size as the needle base itself. Are the holes supposed to be the same size as the needle bases?
Any other suggestions on installing these?
