returning money after someone rents and apartment law??

ok i moved into this apartment in georgia (not sure if diffrent states have diffrent laws about tis) it was horrible after 2 hours i wanted my money back. i didnt sign a lease it was like one of those houses you can rent rooms from. he said ok but i had to wait until the banks open on monday. and hes like holding off on giving me my money i guess the bank got robbed or he spent it.

but is there a law that you cant get oney back after x amount of days even with out a lease?? thanks
