Retiring my car but, still owe money towards car note.?

Google is my friend but, I'm not getting accurate answers.

Back story to my question: My 2005 suzuki forenza is a used car and I purchased it in 2008 from a dealership. However, over the years of having one complication to another with fixing and keeping up with this car, as well as getting newer problems, now I am just fed up and it will not pass a smog test.

I still owe 2759.65 on my car note but, I hate my suzuki so much that (and making it hard to keep up financially), I'm willing to retire the cursed vehicle to Department of Consumer Affairs Bureau of Automotive Repair.

So my question is, can I still retire my car even though I still gotta payoff the car note? I do not care about not driving for awhile or if ever and, still paying off my loan of 2759.65. I can wipe that debt less than 3 months.(Hello, tax return!),

And would I also cancel my car insurance at anytime?
