Restricted Suzuki GS500E?

I have a GS500 restricted to 33bhp because of my license. I was told that I wouldn't notice a difference. But the top speed I'm getting is around 60mph and it does not want to go over 5000rpm. At 6000rpm the engine sounds like it's going to blow up and it vibrates a lot. 4 weeks ago when I just got it restricted I was able to get 80mph. What can I do?
 
the bike is not taking to being restricted well. if its carb is restricted then you could remove it and add a throttle stop so you can only use say 3/4 of the throttle depending on the power of the bike. this is also a valid way of restricting a bike

I'm not sure how the restriction is done, being that where I live you can buy any bike you want as soon as you get your license at 16. From what you're describing, it sounds like something has been done to the carbs to limit the amount of fuel flowing to the engine. I can't see how that would possibly work well under any circumstances to begin with. How difficult is it to get the restriction lifted?
