Reporting another member for improper behavior (at the gym)?

About two months ago I met a dude at my gym who seem friendly and "normal" and wanted to train with me. He gave me his cell# and told me to call him whenever I wanted to workout together or needed a spotter., well one day I did. To my surprise, he gave the excuse he was gonna train another muscle group. OK, no biggie.

Now here's the interesting part; that same day, I headed to the sauna after my workout, and all of the sudden he comes in, not even 2-minutes after, he start playing with is genitals out in the open pretending they just "slip" out of his shorts. I pretended not to look and left right away., after that happened, I confront him about via text msg. and told him that if his intentions was NOT to workout then he should just had just said so. His first reply he denied doing anything but when I told him If I was him I would be concerned if the staff would catch me. No reply after that.

After that sideshow, I told the staff and the manager about what happened and the manager agreed that since I addressed the issue directly him that she wasn't gonna do anything for now., But if it happen again, then she was gonna deal with it.

Well fast forward to tonight, I'm on my way to the sauna, when I open the door BOOM! the dude is in there masturbating himself with another dude and a magazine. I slam the door and asked the front desk guy for a paper and wrote a note for the manager which is what she told me to do if it happen again.

Now, do you all think leaving a note was a good idea or it is better to wait until tomorrow and speak directly with the manager about it. Technically he was not harassing me., but he was doing something inappropriate with another member in the facility that prevent me and any other member the usage of the sauna.
